Was the Banning of Hindraf, legal??

Tan Sri Abu Talib OthmanHuman Rights Commission Malaysia (Suhakam) chairman Tan Sri Abu Talib Othman on Oct 17, 2008 said,

  If Hindraf is not registered under any law, it has no legal entity. “

As a former Attorney-General, I am certain Abu Talib knows what he’s talking about. So my question is, ” Can the authorities ban a movement, a force or spirit if you will, which has no legal entity?? Was the ban on Hindraf, a non-legal entity, legal? If it is not, don’t you think that the ban could be challenged in a court of law.
